इनमें से तीन की मौत पुलिस कस्टडी और तीन लोगों की मौत आत्महत्या के कारण हुई. कॉमनवेल्थ ह्यूमन राइट्स इनिशिएटिव ने मीडिया रिपोर्ट के आधार पर ये आकलन किया है.

नई दिल्ली: कोरोना वायरस के कारण लागू किए गए लॉकडाउन के पहले पांच हफ्तों में पाबंदियों के उल्लंघन के आरोप में पुलिस द्वारा पीटे जाने के कारण 12 लोगों की मौत हुई है और तीन लोगों की मौत पुलिस कस्टडी में हुई. 

गैर-सरकारी संगठन कॉमनवेल्थ ह्यूमन राइट्स इनिशिएटिव (सीएचआरआई) की एक रिपोर्ट में ये जानकारी सामने आई है. सीएचआरआई ने 25 मार्च से 30 अप्रैल तक के मीडिया रिपोर्ट्स के आधार पर ये आकलन किया है.

इन 12 मौतों में से तीन मौतें कथित तौर पर पुलिस की पिटाई और अपमान के बाद पीड़ित द्वारा आत्महत्या करने के चलते हुई हैं.

उत्तर प्रदेश और आंध्र प्रदेश से तीन मौतें हुईं. वहीं मध्य प्रदेश और महाराष्ट्र में दो-दो लोगों की मौत और तमिलनाडु, पश्चिम बंगाल और पंजाब में कथित तौर पर पुलिस बर्बरता के कारण एक-एक लोगों की मौत हुई है.


CHRI has sent a petition to @India_NHRC urging them to investigate deaths of 15 people following police action during the lockdown.

Compiled through media reports, these deaths took place between March 25 to April 30, 2020.

Of the 15 deaths, three died in police custody, and 12 died due to alleged beating in public. All the victims were men.

12 मृतकों में लवकुश, मोहम्मद रिजवान, रौशन लाल (उत्तर प्रदेश से), बंसी कुशवाहा, टिबू मेदा (मध्य प्रदेश से), शेख मोहम्मद, वीरभद्रैया, पेद्दादा श्रीनिवास राव (आंध्र प्रदेश से), सगीर जमील खान (महाराष्ट्र), अब्दुल रहीम (तमिलनाडु), लाल स्वामी (पश्चिम बंगाल) और भूपिंदर सिंह (पंजाब) शामिल हैं.

सीएचआरआई अध्ययन के अनुसार भूपिंदर सिंह, पेद्दादा श्रीनिवास राव और रौशन लाल ने पुलिस बर्बरता के कारण आत्महत्या की थी.

12 मामलों में से दो में शामिल पुलिसकर्मियों को जांच पूरी होने तक निलंबित कर दिया गया था. ये मामले मध्य प्रदेश (बंसी कुशवाहा) और आंध्र प्रदेश (शेख मोहम्मद हाउस) के हैं. इन दोनों मामलों में मजिस्ट्रेटी जांच का भी आदेश दिया गया है. 

वहीं अध्ययन के मुताबिक लाल स्वामी (पश्चिम बंगाल), मोहम्मद रिजवान (उत्तर प्रदेश), सगीर जमील खान (महाराष्ट्र) और टिबू मेदा (मध्य प्रदेश) मामलों में अधिकारियों ने इनकार किया कि इनकी मौत पुलिस की पिटाई के कारण हुई. 

पश्चिम बंगाल के लाल स्वामी की मृत्यु के बारे में पुलिस ने दावा किया कि पीड़ित की मौत दिल का दौरा पड़ने से हुई थी क्योंकि वह पहले से ही हृदय संबंधी बीमारियों से पीड़ित थे.

कॉमनवेल्थ ह्यूमन राइट्स इनिशिएटिव ने राष्ट्रीय मानवाधिकार आयोग को पत्र लिखकर मांग की है कि इन मामलों में निष्पक्ष जांच की जाए.
